Remembering Hillary St Pierre

We were saddened to learn that one of our dear friends and incredible health care advocate, Hillary St. Pierre, passed away on February 6, 2012. Hillary was an ER nurse, strong patient advocate, and champion of healthcare reform.  Six years ago, Hillary was diagnosed with an aggressive strain of Hodgkin’s lymphoma.  Hillary became a “professional patient” as she engaged in treatment for her lymphoma. Hillary always found time to write, speak, and testify about the importance of healthcare reform for her and so many others. Hillary’s wrote about her treatment, work and life on her blog, Blaldies Blog and shared her story at countless hearings and other public events. We thank Hillary for her dedication and impact and we wish to express our deepest condolences to Hillary's family. Hillary will be dearly missed and her work will continue.

Spending Cap Amendment Would Lock In Recession-Era Spending Levels for a Decade

From NH Fiscal Policy Institute and Children’s Alliance of NH

The Senate this week may consider a proposal to change the New Hampshire Constitution to require a supermajority vote for any future tax or fee increase. As NHFPI explained last year, the proposal - CACR 6 - would constrain the flexibility New Hampshire needs to respond to changing public preferences and would likely lead to a greater reliance upon temporary solutions to future budgetary shortfalls, more frequent legislative stalemates, and higher borrowing costs.

The NH Legislature must perform its fiduciary responsibilities, each budget cycle, and balance the needs of NH with our ability to pay. We are asking that the legislature not abdicate its responsibility by adopting these types of tax cap schemes that will tie our hands for generations to come.

Please read these talking points and contact Senators to express your concern about this legislation. Ask them to vote NO on the bill and any amendments.

Policy Brief: State Options for Using Managed Care to Integrate Physical and Behavioral Health

As states across the country seek new strategies to improve the coordination of physical and behavioral health services for high-need, high-cost Medicaid populations, there is an emerging array of options for doing so. In determining which integration model to pursue, states can either leverage existing capacity or pursue new care delivery systems to support fully integrated, patient-centered care.

A new policy brief developed by the Center for Health Care Strategies and Mathematica Policy Research for the Integrated Care Resource Center, a national initiative of the Centers for Medicare & Medicaid Services (CMS), explores promising state options for integrating physical and behavioral health services within managed delivery systems, including examples of current state programs and critical considerations for implementation.

The brief details four models for integration, with various lead organizations serving as the core integrated care entity, including: (1) managed care organizations (MCOs); (2) primary care case management programs (PCCMs); (3) behavioral health organizations (BHOs); and (4) MCO/PCCM and BHO partnerships as facilitated by financial alignment. A description of each model is accompanied by examples of state programs, implementation issues, and considerations for integrating services for beneficiaries who are dually eligible for Medicare and Medicaid.
